MAEC

Introduction:

State Resource Centre Assam set up 10 no.s of Model Adult Education Centre under the financial support of REC. The MAEC were set up during 2012 in urban areas as per initial guidelines circulated from NLMA. Meanwhile, the revised guidelines have been issued during the financial year 2013-2014 in which SRCs were asked to shift the MAEC to the existing building identified by GP. Accordingly, SRC Assam identified required number of AEC including free rent building provided by the local administration. However, all MAEC are operating with different activities. The necessary office equipments have been installed in each MAEC and intimation was given to the CEO and GP presidents regarding the matter.

As per previous guidelines issued from NLMA during 2012, we have been suggested to set up 5 nos of Model AEC for urban area at a cost of Rs 5 lakh against each AEC. Accordingly, Model AEC was set up in five locations under the districts of Saakshar Bharat. In the previous guidelines, it was suggested that each Model AEC are to be set up in urban area searching of rent free building. As a result, we could able to have 4 nos of rent free building out of 5 nos sanctioned Model AEC. In the subsequent period, the guidelines have been revised by NLMA in the year 2014 in which we have been suggested to shift the Model AEC from the concept of urban to rural. It was also suggested that the setting up of Model AEC at the cost of Rs.5.00 lakh will not be no longer permitted and same may be set up at a cost of Rs. 2.50 lakh each of the Model AEC. The NLMA advised that as there is no fund provision under recurring head, the process of setting up of Model AEC already set up must be shifted to the existing GP building. In response, SRC Assam has set up the Model AEC in the existing GP building in consultation with ZLSS. The Model AEC was set up in the district in which the SBM district is the proactive and activities are on tract.

Activity :

The Model AECs set up for the purpose organized number of activities since 2012 to till date. Before that an intensive survey was conducted in the year 2012 especially in Town areas selecting one wards each namely in Tezpur, Kokrajhar, Kharupetia, Bongaigaon and Dhemaji. In the survey, it was revealed that there were number of non literate in that particular town and there was demand of literacy. As demanded, the Model AECs with necessary academic support from SRC Assam started Basic literacy classes.

The centre’s have set up in the area of Bongaigaon, Darrang, Dhemaji, Kokrajhar & Sonipur. The aim of the MAEC is:

iii.                  Linkage with GP bases institutions/field staff

iii. Counseling on legal issues

iv.  counseling on agriculture related issues

v.    Counseling on health related issues

2.       Information based services :

i.                     Information related to different issues (like economic, social & any other local )

ii.                   Information related of all toll free no. (Govt/non Govt)

iii.                  Information related of all scheme (Central/State Govt)

The MAEC has been undertaking the various type of programme on time to time. They organize different level of training, awareness camp, health camp, ICT bases camp for the advantage of the learners. To dissemination among the learners MAEC also Observed to celebrate days like Independence Day, Teacher day, Gandhi Jayanti, Environment Day, Population Day, Rabha Divas, etc. The Centre also organized the training for self employment oriented courses.
